I've only been to Vallarta a couple of times, but... had some of the best cocktails of my life at El Colibrí Cocktail Bar! Amazing ambiance, delcious drinks!! highly recommended!
Also, for a fun sunset experience - reserve a pool table (sitting IN the shallow pool) for sunset at Ventas (Ik, Mar y Vino, Noroc). Decent drinks and food.. more there for the fun, atmosphere and view! :)

Hola! I Love PV, and have been many times... Zona Romantica is my fav, especially after 2-3 blocks from the playa, you get into real neighborhoods of locals. A great food truck loved by locals: Tacos El Moreno (this and all spots are on google maps). Locals small market: Mercado Emiliano Zapata. Riverside openair dining: Balam Balam. Happy hour on beach front is lower quality mostly, yet having your feet in the sand is a bonus! Enjoy!
